Holders of long-stay visas marked « Passeport talent famille – L313-21 » must apply for a multi-year residence permit with the prefecture of their place of residence, within two months of their arrival in France.
Holders of this visa wishing to stay in France beyond the expiry date of their residence card must apply for renewal with the prefecture of their place of residence three months before the expiry date of the residence card.
Documents to be submitted
The documents to be submitted are as follows (originals and photocopies):
- long-stay visa marked « Passeport talent famille – L313-21 » ;
- passport (pages related to marital status, validity dates and entry stamps) ;
- extract of birth certificate indicating filiation or full copy of birth certificate ;
- extract of marriage certificate and extracts of birth certificates of children indicating filiation (documents corresponding to the situation at the time of the request) ;
- proof of address less than 3 months old :
- if tenant: electricity bill (or gas, water, landline telephone or Internet service bill) or rental lease agreement less than 3 months old or rent receipt or housing tax statement ;
- if staying at a hotel: hotelier’s certificate and last month’s bill ;
- if staying with an individual: dated and signed statement from the host, copy of his/her identity card or residence card, deed of ownership (or the host’s statement of residence tax or copy of the rental lease agreement or the host’s electricity, gas, water, landline telephone or Internet service bill).
- 3 recent passport photographs (35 mm x 45 mm format) (no copy) ;
- spouse’s residence card marked « passeport talent » (or receipt of application for this card + spouse’s hosting agreement).
Applicants first receive a “Passeport talent – famille” residence permit application receipt and are then notified of an appointment for the provision of their residence card. On the day of the appointment, a €225 tax must be paid in the form of a tax stamp.
The duration of the residence card obtained is equal to the remaining period of validity of the residence card of the researcher. It gives the right to pursue any professional activity.

What next ?

Prefectures are encouraged to put in place specific procedures for applications for multi-year « passeport talent » cards, including for spouses. Travel
- During the period of validity of your multiple-entry long-stay visa (« MULT » mention required), you can travel to the Schengen area and return if you leave it.
- Once the visa has expired, if you do not yet have your residence card and you hold only the first application receipt (“récépissé de première demande”), you cannot travel to the Schengen area or return without a visa. If you leave the Schengen area during this period, you will need to apply for a « return visa » (“visa de retour”) from the Consulate of France of the country of stay (or from the Prefecture before leaving when possible).
- Once you have obtained the residence permit, you are free to travel and go back to France with your valid residence card.
